Tilrettelegging for helse og trivsel i felles uterom - en studie av fire fortettingsprosjekter langs Bybanen i Bergen

Abstract

I nyere tid har byutviklingen i Norge vært preget av høy arealutnyttelse og fortetting. Dette har vært en politisk strategi for å blant annet nå bærekraftsmålene til FN. Denne politikken gjenspeiles i planlegging fra nasjonalt til kommunalt nivå. Arealer som ligger ved kollektivknutepunkt utvikles med spesielt høy arealutnyttelse. I en slik utvikling blir felles uterom i fortettingsprosjekter viktige og sentrale arealer i byen. De er uformelle sosiale arenaer og er viktig for helhetlig byutvikling. I denne oppgaven har jeg studert planlagt og ferdig opparbeidet felles uterom til fire fortettingsprosjekter langs Bybanens linje én i Bergen. For å sette utviklingen i perspektiv har jeg valgt å studere to prosjekter som ble vedtatt før nye kommuneplanens arealdel og to prosjekter vedtatt etter den nye arealdelen. Fokuset har vært på hvordan uterommene tilrettelegger for helse og trivsel både for beboere og allmenheten. Jeg har gått gjennom hvordan plandokumentene påvirker ferdig opparbeidet uterom og om det som planlegges gjenspeiles i ferdig prosjekt. Gjennom analysene har jeg sett at det er viktig å fastsette kvaliteter i uterommene gjennom bestemmelsene til reguleringsplanen. Måten dette blir gjort på viser seg å gi betydelige utslag for ferdig opparbeidet prosjekt. Selv om det innføres ny arealdel i kommunen er det fortsatt planleggingen i det enkelte prosjekt som avgjør hvordan resultatet blir.

In recent times, urban development in Norway has been marked by a strategy of high land utilization and densification. This approach, politically driven, aims to achieve, among other goals, the United Nations' sustainable development objectives. This policy is evident in planning processes from the national to the municipal levels. Areas situated near public transportation hubs are being developed with particularly high land utilization. In this context, shared outdoor spaces in densification projects become vital and central areas in the city. They serve as informal social arenas and are essential for comprehensive urban development. In this thesis, I have examined both planned and completed shared outdoor spaces in four densification projects along the first line of the Bergen Light Rail. To provide a broader perspective on the development, I have chosen to study two projects that were approved before the new municipal master plan and two projects approved after its implementation. The focus has been on how these outdoor spaces promote health and well-being for both residents and the general public. I have explored how planning documents influence the completed outdoor spaces and whether the plans are reflected in the final projects. Through my analyses, I have discovered that it is crucial to establish the qualities of these outdoor spaces through the stipulations of the zoning plan. The manner in which this is done significantly impacts the final outcome of the project. Despite the introduction of a new municipal master plan, the planning of each individual project remains decisive in determining the final result.
